Sheff Wed Deals with a 'Significant Problem', States New Football Authority

'We will play a key role in football's future' - independent football regulator the regulator's chair

The Championship club's ongoing struggles represent a a "major concern" and the new football authority is seeking powers to examine team situations in comparable cases, the recently named head David Kogan has announced.

In a wide-ranging interview, the regulator, who was appointed on Monday, voiced concern towards Wednesday's fanbase.

Kogan met with four supporters' associations connected to the football team this week.

The Championship side have been struggling on and off the field in the current year, with the club missing wage payments on five separate occasions, including in the autumn.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a substantial concern for English football," Kogan told.

"Wednesday stands as one of the iconic names for English football and in recent days we have met supporters' organizations.

"We're now looking to get powers... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and acted upon."

Economic Challenges and Ownership Situation

The club's controversial proprietor the current owner suggested earlier this year he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with prospective buyers.

Delayed salary payments on time in spring months caused limitations by the English Football League (EFL) in summer, stopping Wednesday from completing any player acquisitions for the next three transfer windows, although the ban was rescinded in August.

Official's Viewpoint

Kogan said: "The position was created for the fans of Sheffield Wednesday, teams facing challenges where fans are dedicated to a local institution that has been part of their lives in numerous instances.

"I fully appreciate Sheffield Wednesday, as I do for every team that in modern times have encountered failure, or been close to going to the wall, for causes separate from the supporters."

Inquired if the oversight body could require an owner to sell a club if they are deemed unsuitable, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we gather the evidence and understand the situation, we will."

But the chairman emphasized that forcing owners to sell clubs would be viewed as the ultimate measure and the authority would rather to cooperate with proprietors.

"The final option we would consider is commence engagement with an particular organization, an specific proprietor, without being able to work with that owner to try and resolve the problems affecting the organization and the owner's facing," the regulator explained.

"But the truth is, when you examine the past of the game, over the past few decades there have been some owners, not many, but particular people who have shown negligence in the manner they have operated their clubs and ultimately refuse to accept accountability for the coming years."

'Errors may undo substantial development'

Kogan met with representatives from 110 clubs to detail the scope of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the world of football gets it wrong, the significant advances achieved might evaporate incredibly quickly," Kogan said.

"This represents everyone's worst fear in the context of the English game is a major achievement - we must maintain momentum.

"Substantial financial resources entering the sport and has been channeled for the last 20 or 25 years, because there are no assurances it will continue to come into football, which is among the factors explaining I think we have to maintain a focused outlook on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I'm absolutely committed to the achievement and development as an financial organization of the elite league.

"I of all people understand the worry about compromising the division as a high-quality offering of the nation. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been informing us confidentially they have a high level of reassurance."

Partisan Associations

The regulator remains subject to a "thorough examination" by the Commissioner for Public Appointments after he disclosed making donations to the opposition group in recent years.

The chairman provided financial support for Culture Secretary the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my former ideological connection [with Labour], and that party membership ceased the day the select committee approved my appointment," Kogan said.

"I currently have no participation in any type of partisan engagement."
